In Outfit7 video policy it is stated like this:

It means we can use outfit7 talking tom videos in youtube and can monetize them. But many people are saying that monetization will not be enabled if we use talking tom in videos. Which is true?

Hi, there are two issues here. The first issue is whether Outfit7 is happy for you to use their content on YouTube and monetize it, the second is whether YouTube actuallywants to monetize it.

The YouTube Partner Program is designed to reward original created content and has policies that can prohibit the monetization of reused content or video game screen recordings.

The monetization policy page is here. You should read through repetitious and reused content. Reused content can apply to video that closely matches that on another channel, so even if you record the game screen yourself it can still trigger the reused content violation.

The gaming policy page is here. You should observe the paragraph that states"Videos simply showing a user playing a video game or the use of software for extended periods of time may not be accepted for monetisation."

So the reason that your monetization wouldn't be enabled is because of YouTube's policies, not because it isn't allowed by Outfit7.
